The Savage City Council consists of a mayor and four council members who set and enforce public policies. The mayoral term was revised on July 14, 2007 to a four year term commencing with the City election in 2007, for the term to begin in January, 2008. Council terms are four years. City elections are held in November of odd-numbered years.

The City Council has an official meeting at 7 p.m. on the first and third Mondays of the month in the City Council chambers. Council worksessions are held the second Monday of the month, beginning at 7 p.m. Agendas for both meetings are available from City Hall, 6000 McColl Drive, the Friday prior to the meeting. Members of the City Council also act as the City's Economic Development Authority, which makes decisions on issues related to economic development.
